Regarding USDA's Foods of Minimal Nutritional Value (FMNV) Exemption List: Foods and beverages that have been exempt from the FMNV regulation are not equally exempt from the Texas Public School Nutrition Policy (TPSNP). This means that all exempted foods must meet TPSNP standards if they are to be served or made available to students of school campuses.
