School Year 2018 TX-UNPS FDP Contract Packet  Minimize 

Contracting Entities (CEs) must first complete the Contracting Entity Information Update and the Checklist sections in this module and then click the “Submit for Approval” button to access the Annual Surveys. Please review your Contacts section(s) and modify the information as needed.

Note: The Annual Surveys include the list of foods that might be available for purchase by the USDA for SY 2018.

TX-UNPS FDP Contract Packet Checklist Items  Minimize 
For contracting entities, except direct ship schools, there are up to three checklist items in this category. 
  1. DoD Fresh Information Sheet – required only if you are participating in the DoD Fresh Program.  The form is located in the Contract Packet Checklist and also at Squaremeals.org > Programs > Food Distribution Program > Forms.
  2. Roles and Responsibilities for Commodity Processing – this form is new for SY 2018. It is only required if you are participating in further processing of USDA foods. 
  3. USDA Foods Agreement Between Contracting Entity and Texas Department of Agriculture is a permanent agreement that a Contracting Entity must complete to receive USDA foods from the Texas Department of Agriculture. This form is located in Squaremeals.org > Programs > Food Distribution Program for CN Programs > FDP Administration & Forms.

DoD Fresh Program  Minimize 

If you wish to participate in this program, the due date to select YES to the DoD Fresh Program question in the FDP Contract Packet, Contract Entity Information Update screen is Friday, February 6th, 2017. The DoD Fresh Information Sheet for SY 2017 - 2018 form is located in the Contract Packet Checklist. Completed forms can be faxed to: 888-237-4958 or emailed to: CommodityOperations@TexasAgriculture.Gov 

February 8, 2017 TDA will distribute entitlement to the CEs that selected YES to DoD Fresh participation in TX-UNPS.  

Note: To receive an initial entitlement distribution for DoD Fresh, the unspent entitlement remaining value must be a minimum of $100. Of the entitlement remaining balance, all or a prorated portion may be distributed by TDA to the DoD Fresh program.

DoD Farm to School (FTS) Program  Minimize 

If you wish to participate in Farm to School (FTS) the due date to select YES for the FTS question in the Contract Entity Information Update screen is February 8, 2017. At any time during the school year, a CE can be connected to participate in the Farm to School Program. However, contact TDA to attach the survey. 

Note: Selecting YES will cause the FTS Survey to display as an available survey for the CE to complete when it becomes available on February 8, 2017. The FTS Survey will close on July 31, 2017. If you cannot see the FTS survey as an available survey in TX-UNPS after February 8, 2017, please email CommodityOperations@TexasAgriculture.Gov.

Annual Surveys  Minimize 
After completing the FDP contract packet, CEs can access the Annual Surveys (aka Brown Box surveys) which are divided into specific food categories to assist the CE in maneuvering through the list of foods available for purchase from USDA. They are as follows:

  • Survey – Beef, Pork, Poultry, Fish, and Eggs
  • Survey – Dairy Items 
  • Survey – Fruits
  • Survey – Staple Items (Grains, Flour, Pasta, Nuts, Seeds, Oil)
  • Survey – Vegetables

TDA will close the Annual Surveys on March 1, 2017 to generate the first round of orders with USDA. The requests in the Annual Surveys that do not include sufficient quantity to order with USDA will be “cleared” in TX-UNPS. The “clearing” process will return entitlement to a CE’s available entitlement balance. Then TDA will re-open the Annual Surveys in early April to help the schools spend down their remaining entitlement.

Commodity Processing  Minimize 
If you participate in commodity processing as a member of a purchasing co-op, please contact your co-op coordinator for further guidance.
