Pre-Eligibility: Special Milk (SMP)

The Special Milk Program (SMP) provides milk to children in schools, child care institutions and eligible camps that do not participate in other child nutrition meal service programs.

Your Organization may be eligible for the SMP if:

  • Your organization is not already participating in National School Lunch Program (NSLP), School Breakfast Program (SBP), (Child and Adult Care Program (CACFP) or Summer Food Service Program (SFSP).
  • Your organization is participating in the NSLP and/or SBP and has split-session kindergartens in which children do not have access to meal service.
  • Your organization administers one or more public or charter schools and has been issued a county/district number by the Texas Education Agency (TEA).
  • Your nonprofit organization administers one or more private schools of high school grade or under, recognized as part of the educational system in Texas.
  • Your public or private nonprofit organization administers one or more residential child care institutions, which operate principally for the care of the children, and if private, is licensed to provide residential child care services.
  • Your public or private nonprofit organization is responsible for the administration of one or more nonprofit licensed child care centers, nonprofit summer camps, settlement houses, homeless shelters or similar groups caring for or training children.

You are not eligible if your public or private organization operates:

  • Residential summer camps (may be eligible to participate in the Summer Food Service Program)
  • Job Corps Centers funded by the Department of Labor
  • Private foster homes.
